The Department of Transportation (DOT) has established a Commercial Driver’s License (CDL) Drug and Alcohol Clearinghouse, which serves as a central database for tracking CDL drivers' drug and alcohol violations. 

Key Aspects of the Clearinghouse:

The Commercial Driver’s License (CDL) Drug and Alcohol Clearinghouse—a secure, centralized database that tracks CDL drivers’ drug and alcohol violations. This system prevents drivers with positive tests, refusals, or ongoing return-to-duty processes from circumventing regulations by switching employers or states. Its goal is to improve roadway safety by giving employers and service agents real-time access to drivers’ testing histories.

Key Employer Responsibilities:

  • Registration & Reporting: Employers must register their CDL drivers in the Clearinghouse and report all drug and alcohol test results.

  • Pre-Employment Screening: Before hiring, employers are required by law to verify that prospective drivers have no unresolved violations.

  • Annual Screening: Employers must annually check each driver’s status. If a limited query indicates records exist, a full query must be completed within 24 hours. Failure to do so prohibits the driver from performing safety-sensitive functions.

  • Required Driver Information: Employers need to provide the driver’s full name, date of birth, CDL number, and signed consent to access the database.
